The Health and Safety Authority (HSA) are recruiting Grade II Inspectors across a number of their Teams; Agriculture, Utilities, Manufacturing and Investigation Unit , to help them do what they do best - making a difference to workers across Ireland by keeping them safe and protected.
Key Responsibilities:
The following non-exhaustive list of tasks are those that a Grade II Inspector could be assigned. Please note that the final set of tasks will reflect the role the person is offered:
- Delivering on Competent Authority functions (the COMAH Regulations) at national and EU level.
- Planning, preparing and undertaking inspections relating to the control of major accident hazards (COMAH), chemical production and storage, and associated actions up to and including enforcement action.
- Assessment of all relevant notifications and submissions under the COMAH Regulations such as safety reports, major accident prevention policy documents, and requests for technical advice from planning authorities within relevant timelines.
- Undertaking investigation and follow up of accidents, incidents and complaints at COMAH establishments and sub COMAH sites and preparing reports of investigation where relevant, including for legal proceedings.
- Leading on development of relevant policies and/ or technical innovation, and legislative areas.
- Informing future inspection and policy activities by analysing and preparing reports on key issues where more detailed/focused inspections are required e.g. as part of campaigns or to obtain information on new sectors along with developing internal/external guidance or checklists.
- Supporting development of the Authority’s Programme of Work.
- Contributing to the development of technical expertise in process safety and other major accident hazard issues.
- May be required to manage a team of direct reports, creating a positive working environment and supporting their professional and personal development and the continuous improvement of inspection and competent authority related work.
- Providing updates to the Senior Inspector on team activities and performance, identifying corrective actions taken to address areas of concern.
- Maintaining the integrity of the data on IT platforms, ensuring its quality and its timely completion by self and direct reports/or team.
- Working with key national/EU stakeholders as appropriate under the COMAH Regulations and other relevant regulatory areas.
- Contributing to the management of the safety, health and welfare of staff as set out in the Authority’s safety statement.
- Traveling as required to represent the Authority at EU meetings.
- Undertaking such other duties as may be assigned in accordance with the operational needs of the Authority.
Essential Criteria:
In addition to demonstrating that you possess the required competencies, the ideal candidate must be able to demonstrate:
- Primary degree (NFQ level 8 or equivalent) in Engineering, Science, or other appropriate discipline.
- Minimum of three years relevant work experience with significant experience in an area relevant to this position in a regulatory or industry setting.
- Possession of a full driving licence (Category B).
- Demonstrate that they possess the required competencies for the role as set out in Appendix 4.
Desirable Requirements:
In addition to the above essential requirements, it would be a decided advantage for candidates to have one or more of the following:
- Experience in a process safety or safety role within a chemicals /process industry.
- A recognised post graduate qualification in an area relevant to chemical or process safety.
- A recognised qualification in the area of Health and Safety.
- Experience in project management/ staff management.
