The Health and Safety Authority (HSA) are recruiting Grade II Inspectors across a number of their Teams; Agriculture, Utilities, Manufacturing and Investigation Unit , to help them do what they do best - making a difference to workers across Ireland by keeping them safe and protected.
The roles involve supporting the development and implementation of chemicals policy and legislation at national and EU level. The roles involve
evaluating the need for EU wide measures to regulate chemicals, reviewing legislative proposals, coordinating policy positions, engaging with stakeholders, and contributing to strategic regulatory initiatives. The roles will also involve actioning relevant activities under the One Substance One Assessment (OSOA) regulatory framework, which aims to improve the consistency, transparency, and efficiency of chemical hazard and risk assessments across EU legislation. The successful candidates will be responsible for evaluating information and preparing opinions and/or briefings supporting effective decision making on the safe management and use of chemicals at an EU level. The roles will require representation of the Authority in national and EU technical and expert working groups and committees.
Key Responsibilities:
Key accountabilities for the roles include, but are not limited to, the following:
- Deliver on Competent Authority functions for EU Chemicals Regulations (REACH, CLP, OSOA) under the Authority’s remit at national and EU level.
- Monitoring and evaluating developments in EU chemicals legislation and policy.
- Analysing legislative proposals and their potential impacts on actors in the supply chain.
- Drafting policy papers, briefing documents and position statements.
- Participate in EU fora and working groups as required, including attendance at EU meetings
- Review and draft observations on scientific opinions and/or regulatory proposals circulated by ECHA and/or other Member States.
- Advising and briefing internal stakeholders and Departmental officials.
- Engage with relevant stakeholders and represent the Authority at meetings with stakeholders and representative bodies as well as in public forums,as required.
- Maintain good communications with stakeholders e.g. by attending meetings, giving presentations, answering Chemical Helpdesk queries etc.
- Support development and delivery of the Authority’s Strategic objectives and annual Programme of Work.
- Lead on development of relevant policies and/or technical innovation, and legislative areas.
- Develop, maintain and contribute to the development of technical expertise on changing scientific developments.
- May be required to manage a team of direct reports, creating a positive working environment and supporting their professional and personal development and their continuous improvement.
- Undertake such other duties as may be assigned in accordance with the operational needs of the Authority.

Essential Criteria:
The following requirements are essential:
- Primary degree (NFQ level 8 or equivalent) in a Science-related discipline (e.g. Environmental, Toxicology, Chemistry, Regulatory Science) or other appropriate relevant discipline to the roles.
- Minimum of three years relevant work experience, with significant experience in chemicals regulation, policy development, regulatory affairs or a related field in a regulatory or industry setting.
- Good knowledge and understanding of relevant EU/Irish legislation.
- Possession of a full driving licence (Category B).
- Demonstrate possession of the required competencies for the roles.
Desirable Requirements:
In addition to the above essential requirements, it would be a decided advantage for candidates to have one or more of the following:
- Post graduate qualification in science/ chemicals-related regulatory field.
- Experience in the area of risk management at EU level.
- Previous experience of participation at national or European committees or working groups.
- Experience in the management of projects and staff.
