Fáilte Ireland invites applications for the position of Support, Investment Strategy and Analysis. The successful candidate will join the Investment Strategy and Analysis Division and report to an Officer within that division.
This is a fantastic opportunity to join a new, dynamic and innovating division which supports Fáilte Ireland in measuring the impact of its strategy implementation, reviews large scale business cases and provides insights to guide future strategy, policy and investment fund development. The focus of work of the Division is across five areas, (1) Strategic Investment Appraisal & Assurance, (2) Value for Money, Risk & Portfolio Analysis, (3) Decision Ready Analysis & Governance Support (4) Evaluation, Performance & Learning, and (5) Forward-Looking Investment Analysis.
The focus of this role will be upon supporting the division in its development of a programme of work, and analysis and evaluation projects, and providing operations, administration and governance support and project management support.

Job Purpose
- To play an important role in how Fáilte Ireland assesses the impact of its capital and current investments and interventions in the tourism sector.
- To provide project support for evaluations of the impact and value for money of Fáilte Ireland’s investment portfolio, reviews of Fáilte Ireland’s work programmes to assess the achievement against strategic objectives, business case development and evaluations of proposed large-scale investments.
- To contribute to strong governance, budgeting planning and reporting for the Division.
Job Description
Primary Objectives/Key Responsibilities
Strategic/Governance
- Support and coordinate the development of multiple work programmes and plans for evaluation of Fáilte Ireland’s portfolio of investments and interventions in the tourism sector.
- Support the development of appropriate evaluations models to assess the impact of Fáilte Ireland’s investments across all areas.
- Develop and maintain robust datasets for reporting, compliance and management information.
- Support reporting to Executive Leadership, Authority Committees and the Department of Enterprise, Tourism and Employment to assist investment and strategic decision making.
- Support business case development to support the organisation during the estimates process, other submissions to the Department of Enterprise, Tourism and Employment and to support applications for external funding.
Operational
- Support and coordinate analysis and reporting on investments and recommendations for future investment prioritisation based on strategic objectives of regional development, off-peak seasonal growth and overall tourism growth.
- Identify or access appropriate data sources to support the analysis and maintain a repository of information and data to support the Division’s work and communications.
- Develop and maintain evaluation models, templates and guidance to ensure continuous improvement and consistent quality approaches for the Division’s functions.
- Support the smooth running of the Investment Strategy and Analysis Division including file management and, coordinating, minuting and documenting actions from meetings.
- Supporting divisional budgeting.
- Support procurement and contract management for third party providers as appropriate in line with public procurement policy.
- Support the delivery of a Divisional communications, include preparing and inputting into materials for MyFi pages, Powerpoint slide decks, Excel Dashboards, Infographic content, and communicating to key audiences as required
Stakeholder / Relationship Management
- Develop and maintain relationships with key internal and external stakeholders.
- Develop a productive working relationship with third party providers and provide regular feedback and review of performance.
- Collaborate with the rest of the Investment Strategy and Analysis team to achieve the plans of the division.
Project Management and Quality Control
- Plan and manage own workload effectively.
- Support Divisional project management through establishing and utilising project management and reporting tools.
- Ensure that all the correct project documentation is in place, filled and kept up- to date.
- Recommend control procedures throughout projects.
- Ensure that project scope is clearly defined for any specific communications.
Carry out all other duties as required and participate as a full member of the Investment Strategy and Analysis team by supporting different work projects, as required, from time to time.
Person Specification
The successful candidate must have a proven track record with a minimum of two years’ experience in a relevant role and can demonstrate excellent organisational skills, attention to detail and problem-solving capability. Ideally, they would have knowledge of the Irish tourism sector and/or an understanding of economic impact and evaluations methodologies for public sector interventions.
Essential Criteria
In order to be eligible to apply for this role you must have / demonstrate in your application form the following:
- 2 years’ experience in an economic / business or relevant role
- A professional qualification (minimum Level 6 under the QQI Framework) in a related discipline.
Desirable Requirements
- Procurement and budget management experience.
- An understanding of economic development and Irish tourism.
- A professional Qualification (Level 7 or higher under the QQI Framework) in economic/business.

Office Location and Blended Working

Please note: Remote working from outside the State is not permitted other than in exceptional circumstances. As this role is within the Irish public service, the post-holder must carry out a minimum of 80% of their working time within the State (Republic of Ireland). Candidates who reside in Northern Ireland must be able to meet this requirement.

Selection Process: Shortlisting will be based on applications and the selection process may involve two competency based interviews. A panel of successful candidates may be formed following the selection process.

Salary and Benefits
€43,071 - €64,166*
*This role will be filled in line with Public Pay Policy at Point 1 of the relevant Salary Scale unless the successful candidate is appointed from an existing public sector role.
The Annual Leave allowance for this post is 23 days.

Jane graduated from the University of London with a BA (Hons) and joined the recruitment industry in 2000. She commenced as a trainee consultant working in business support. During the 20 years he worked in the UK, Jane was promoted to Account Manager, responsible for a number of national contracts, working with the all industries.
