Inspector Grade III – Chemical Enforcement, COMAH, Chemical Production and Storage & The Transport
The Health and Safety Authority (HSA) are recruiting for Inspectors at Grade III level. The roles involve monitoring and enforcing compliance with the Chemicals Acts, the European Communities Act and the relevant legislation associated with the Control of Major Accident Hazards (COMAH) and the transport of dangerous goods by road (ADR) all based in our Chemicals and Industrial Products Division to help us do what we do best, making a difference to workers across Ireland by keeping them safe and protected.
Key Responsibilities:
The following non-exhaustive list of tasks are those that a Grade III Inspector could be assigned. Please note that the final set of tasks will reflect the role the person is offered:
- Carry out inspections in the areas of control of major accident hazards, chemical production and storage, or transport of dangerous goods by road up to and including enforcement action.
- Assess and prepare technical responses on submissions (for example under the COMAH area safety reports, significant modification assessment reports and planning advice requests.)
- Investigation and follow up of accidents and incidents, preparation of reports of investigation including for legal proceedings.
- Liaise with local authorities, fire authorities, the Gardaí and HSE on technical advice and external emergency planning under the 2015 COMAH Regulations.
- Build a relevant technical network with other relevant regulators.
- Develop and maintain technical expertise in process safety or transport of dangerous goods.
- Contribute to development of policies and procedures.
- Support awareness raising activities, engage with relevant stakeholders and represent the Authority at meetings with stakeholders, as required.
- Research technical queries to support the activities of the Authority’s Helpdesk and Contact Centre.
- Contribute to Competent Authority functions at national and EU level.
- Undertakes other such duties as may be assigned in accordance with the operational needs of the Authority.
This post requires flexibility and accordingly, an Inspector Grade III must be prepared to undertake other work and responsibilities as may be assigned from time to time. The role may involve some EU travel.
Essential Criteria:
In addition to demonstrating that you possess the required competencies, the ideal candidate must be able to demonstrate:
- Primary degree (NFQ level 8 or equivalent) in engineering or science or other appropriate qualification relevant to the role.
- Minimum of two years relevant experience in regulatory, industry setting.
- Possession of a full driving licence (Category B).
Desirable Requirements:
In addition to the above essential requirements, it would be a decided advantage for candidates to have one or more of the following:
- A recognised qualification in the area of Process Safety (COMAH Inspector).
- Dangerous Goods Safety Adviser (DGSA) certification (ADR Inspector).
- A recognised qualification in the area of Health and Safety.
- Experience in preparing or reviewing technical reports.
- Familiarity with the Control of Major Accident Hazard Regulations, or ADR.
