About the role


The IPA Professional Development department delivers accredited and non-accredited programmes that strengthen capability across the public sector. This role sits within the Strategic Human Resource Management and People Development Team and focuses on the design, delivery and evaluation of HRM and employee lifecycle training aligned to the Civil Service Capability Framework and CIPD Professional Standards.


Key Responsibilities


Design and deliver training across the full employee lifecycle, including:

  • Onboarding, probation and performance management
  • Employee engagement and underperformance
  • Challenging conversations and conflict resolution
  • Disciplinary, grievance and dignity-at-work procedures
  • Workplace investigations and procedural compliance
  • Equality, working time, protected disclosures and procedural fairness
  • Terminations and unfair dismissals


Ensure all programmes align with:

  • CIPD Professional Map
  • Irish employment legislation
  • Public-sector IR best practice
  • WRC and Labour Court procedures
  • Relevant Codes of Practice
  • Civil and Public Service Capability Framework


Deliver training on WRC and Labour Court processes, including mediation, conciliation, adjudication and claims preparation.


CIPD & Professional Accreditation

  • Support learner progression towards CIPD accreditation and Associate membership
  • Ensure programme alignment with CIPD standards and membership requirements
  • Support documentation, assessment and audit processes linked to accreditation
  • Act as subject matter expert on CIPD alignment and compliance


Client & Stakeholder Engagement

  • Identify organisational learning and consultancy needs
  • Provide expert guidance on complex HRM and IR matters
  • Collaborate with colleagues on programme development and delivery
  • Support conferences, workshops, business development and administrative activities


Ideal Candidate Profile


Qualifications

  • NFQ Level 9 qualification in HR, Employment Law, Business or related discipline
  • Current CIPD membership essential (Chartered Fellow desirable)
  • QQI Level 6 qualification in Training & Development
  • Qualification in mediation, coaching or conflict resolution desirable


Knowledge & Experience

  • Strong understanding of the employee lifecycle in public-sector settings
  • Expertise in Irish employment law, industrial relations and WRC/Labour Court procedures
  • Knowledge of the Civil Service Capability Framework and CIPD Profession Map
  • 5–7 years’ experience in HRM, organisational development or training
  • Experience delivering CIPD-aligned learning and conducting workplace investigations
  • Experience supporting complex employee relations issues and public-sector clients


Skills

  • Excellent facilitation, communication and presentation skills
  • Ability to explain complex employment law and IR concepts clearly
  • Strong stakeholder management, analytical and report-writing skills
  • Skilled in virtual delivery platforms and digital learning tools
  • Collaborative, adaptable and committed to continuous improvement and quality delivery
