This is a 2 year fixed term contract.
 Job Purpose
Reporting to the Manager of Corporate Governance, Legal Services, Secretariat & Government Liaison, the Procurement Specialist will support managers across IDA Ireland in delivering compliant, efficient public procurement processes.
While budget holders retain responsibility for specifications and tender evaluations, the Procurement Specialist will advise on procurement mechanisms, documentation, regulatory compliance and timelines, and may participate on evaluation panels where appropriate. The role requires independent judgement, strong stakeholder engagement and a commitment to best practice in public sector procurement.
Key Responsibilities
- Prepare and annually review the 3-Year Corporate Procurement Plan in line with the Code of Practice for the Governance of State Bodies
- Conduct spend analysis and report to relevant Committees on procurement activity
- Ensure procurement procedures remain aligned with EU Directives, Government policy and OGP guidance
- Provide expert advice to staff and budget holders on appropriate procurement routes
- Support the preparation, review and publication of tender documentation via eTenders
- Assist with tender queries, evaluation processes and award correspondence
- Maintain procurement templates, guidance materials and the Contracts Register
- Deliver group and one-to-one training on procurement and eTenders
- Promote a compliant, transparent and values-driven procurement environment

Essential Requirements
- Recognised qualification in public procurement
- Minimum 5 years’ experience in public sector procurement
- Strong technical and regulatory knowledge
- Ability to manage competing deadlines
- Full current driving licence
Salary Scale
€82,290 – €101,065 (rising to €104,169 after 3 years at maximum point), contributory superannuation.
