Job Purpose

Reporting to the Procurement Specialist and working within the Compliance Team (Corporate Governance, Legal Services and Secretariat), the Procurement Executive will support IDA managers in delivering compliant, efficient public procurement processes.

While budget holders retain responsibility for specifications and tender evaluations, the Procurement Executive will advise on documentation, procurement routes, timelines and regulatory compliance, and may participate in evaluation processes as required. The role requires strong organisational skills, attention to detail and the ability to work independently while engaging effectively with colleagues across the organisation.

Key Responsibilities

  • Support staff in managing full end-to-end procurement processes, from specification through to contract award
  • Administer and manage tenders via the eTenders platform
  • Advise on appropriate procurement routes, including OGP frameworks, and key regulatory requirements
  • Support the preparation and review of tender documentation, templates and evaluation criteria
  • Assist with evaluation processes, including scoring collation and standstill/notification letters
  • Maintain procurement records and ensure the Contracts Register is accurate and up to date
  • Provide practical advice to staff on procurement queries
  • Support the Procurement Specialist in delivering procurement compliance and governance objectives

Essential Requirements

  • Minimum 3 years’ experience in public sector procurement (as a primary responsibility)
  • Direct experience using the eTenders platform
  • Pursuing or holding a recognised public procurement qualification (e.g. Professional Diploma in Public Procurement – IPA)
  • Third-level qualification (minimum NFQ Level 8)
  • Proven experience managing full end-to-end tender processes
  • Ability to work under pressure and meet tight deadlines

Travel and occasional work outside standard office hours may be required. A full driving licence is desirable.
