The Sea Fisheries Protection Authority  is seeking to appoint an Executive Manager Finance to lead the established Finance Team.


The successful candidate will lead the SFPA’s Finance unit and provide strategic and operational support to the Authority ensuring the Finance unit is a key contributor to the strategy of the SFPA. 


Key Responsibilities include but are not limited to:

  • Actively contribute to the development and implementation of the strategy of the SFPA and the business plan for the Finance Unit. 
  • Lead the operation of the Authority’s’ Finance Unit, promote teamwork and develop capability of the team through mentoring and coaching.
  • Preparing accounts and financial statements for submission, audit and publication to the Authority, Audit & Risk Committee, Department of Agriculture, Food and the Marine and Comptroller & Auditor General.
  • Provision of financial reports to the Department of Agriculture, Food and the Marine, the Oireachtas and to the European Commission related to SFPA vote and EU fund programmes,


Essential Requirements:

  • Candidates must meet the following essential requirements prior to the closing date of the competition.
  • Full membership of a prescribed accountancy body supervised by the Irish Auditing and Accounting Supervisory Authority (IAASA), 
  • Have five (5) years relevant post-qualification professional experience in a supervisory or similar management role with people and business management experience.
  • Exceptional interpersonal and people management skills and experience with a demonstrable ability to motivate, manage and direct staff as well as influence and negotiate with other external stakeholders.
  • Excellent knowledge and experience of corporate governance and internal controls principles and procedures.
  • Excellent analytical skills, and objective judgment decision-making skills.


Desirable Skills/Experience:

  • Knowledge of public sector financial rules and guidelines including pay policy, payroll operation and pension schemes.
  • Experience in procurement and a practical knowledge of the Public Spending Code.
  • Experience with industry financial systems or accounting software packages.
  • Experience of implementing risk management policies
  • General knowledge of the public sector and seafisheries and seafood production sectors.
  • Basic User competence in the Irish language would be desirable.
