The GRAI is seeking to establish a panel for a Business Partner role at Higher Executive Officer (Standard Scale) .


Reporting to the Assistant Principal, the Business Partner (HEO - Standard Scale) will play a key role in the delivery of GRAI’s statutory functions and interact with senior management in respect of their areas of responsibility. They will be responsible for contributing to the development and fulfilment of GRAI’s strategic objectives and supporting the management of the projects, budgets and development of policies where required.


Working closely with senior management and operational teams across Licensing, Compliance, Corporate Services and Consumer Protection, Education & Awareness, Research and Communications, the postholder will support effective planning, control, analysis, advice and governance.


Key Responsibilities include:
  • Acting as a Business Partner to designated divisions, providing advice and support on planning, governance, resourcing, financial and operational matters.
  • Supporting senior managers through analysis, briefing material and recommendations to inform decision-making.
  • Monitoring compliance with gambling regulations, providing guidance and updates to operators as necessary.
  • Managing day to day compliance activities, including inspections, monitoring and follow-up actions.
  • Supporting the implementation of the Gambling Regulations Act, Codes of Practice, statutory Instruments and related regulatory frameworks.
  • Assessing licensing applications and monitoring licensees for compliance with legislative and regulatory requirements.
  • Managing complaints and disputes, engaging with stakeholders, and ensuring timely resolution in line with regulatory guidelines.
  • Supporting the directorate in budgeting, forecasting, monitoring expenditure and financial decision making.
  • Supporting the application of forensic analysis and financial oversight, to inform compliance, monitoring and enforcement-related work.


Essential Criteria:

To be eligible to apply for this role you must have/demonstrate in your application form

that you meet the following essential criteria:

  • Bachelor’s degree (minimum Level 7 on the NFQ) in a relevant discipline such as law, finance, business
  • administration, regulatory compliance, project management.
  • A minimum of three years of relevant professional experience in a regulatory environment.
  • Experience supporting senior managers or operational teams in a structured organisational environment.
  • Excellent IT skills, including MS Excel, MS Word, MS Outlook and MS PowerPoint.


Desirable Criteria:
  • Professional qualifications such as solicitor/barrister, accountant accredited by a national professional body (for example Law Society of Ireland).
  • Experience in public sector, including familiarity with government processes, regulatory frameworks, and public service values.
  • Knowledge of domestic and international gambling regulations and best practices.
  • In addition, candidates must be able to demonstrate the key competencies relating to effective performance at Higher Executive Officer grade in the Public Service as below.
