Vacancy

The GRAI is seeking to appoint an Assistant Director, Intelligence and Market Surveillance (Assistant Principal Officer - Standard Scale). Successful applicants will be placed on a panel for a period of up to 18 months, from which GRAI may fill future vacancies for Assistant Director, Intelligence and Market Surveillance (Assistant Principal Officer - Standard Scale).


About the Role

You will lead the Authority’s data-driven enforcement strategy, ensuring evidence from OSINT, market monitoring, and protected disclosures is gathered and analysed to support risk-based regulatory decisions.


Key Responsibilities include:

  • Establish & Lead:  Build the Intelligence & Market Surveillance Unit from the ground up, defining business requirements for secure ICT systems and digital evidence management.
  • Intelligence Oversight:  Oversee the triage and analysis of intelligence from multiple sources, including partner agencies like An Garda Síochána and international counterpart organisations.
  • Market Monitoring:  Monitor gambling markets and digital platforms to identify emerging risks, trends, and indicators of criminal activity or regulatory breaches.
  • Strategic Output:  Produce high-quality intelligence products and briefings to inform enforcement strategy and operational decision-making.
  • Standards & Governance:  Establish protocols for intelligence handling, classification, and retention in accordance with legal, evidential, and data protection requirements.
  • Team Development:  Lead and mentor a high-performing team of investigators and enforcement staff, promoting best practices in information governance.
  • Collaboration:  Maintain effective relationships with external stakeholders, including domestic regulators and law enforcement, to support cross-agency intelligence sharing.


Essential Criteria:

To be eligible to apply for this role you must have/demonstrate in your application form that you meet the following essential criteria:

  • A third-level degree (minimum Level 8 on the NFQ) in a relevant discipline such as law, data analytics, policing, forensic computing or a related field.
  • A minimum of 5 years’ experience in one or more of the following fields: intelligence analysis, market surveillance, regulatory enforcement, law-enforcement, including at least 3 years at a managerial level.
  • Proven expertise in intelligence lifecycle management, including ingestion, triage, analysis, dissemination and review.
  • Experience working with OSINT tools and digital-platform monitoring.
  • Experience in data analysis, risk assessment and production of intelligence products that support decision making.
  • Demonstrable experience in leading online investigations, including open source and covert investigations.
  • Demonstrable experience in digital evidence management.
