Role Title: Executive Director, Finance, ICT & Digital Transformation


An opportunity has arisen to join the Medical Council on a one-year fixed-term contract as Executive Director of Finance, IT, and Digital Transformation . This senior leadership role offers the chance to drive strategic change and to make a meaningful contribution in a fast-paced collaborative regulator


Role Purpose

This is a pivotal role requiring an experienced individual capable of providing strategic leadership, operational oversight, and expert governance to ensure the Medical Council’s support functions operate in a way that optimises the overall effectiveness of the Council and enables the delivery of its strategy. This role is accountable for driving a robust Finance and IT strategy, promoting the delivery of cost effective, responsive and accountable services which meets the needs of our people and customers whilst ensuring the proper stewardship of the Medical Council’s funds. This role is responsible for execution of activity across Finance, Procurement, Internal Audit, People and Culture, ICT, and Facilities.


As a member of the Executive Leadership Team, play a key role in modelling and supporting the Executive Leadership Team to build a values-based culture to support our vision and mission to deliver for Doctors/Patients and the Public by placing them at the heart of what we deliver day to day.

Key Accountabilities
  • Experienced Leader with a strategic mindset, leadership expertise and capability across the disciplines of Finance, Procurement, Internal Audit, People and Culture, ICT and Facilities
  • Participate as a member of the Medical Council Executive Leadership Team (ELT), working together to lead, motivate, empower and develop colleagues across the organisation, helping to cultivate the desired organisational culture and achieve the strategic vision.
  • Drive financial strategy, providing strategic direction to enhance budgeting accuracy, financial forecasting, and resource allocation
  • Lead and provide strategic oversight of all financial management functions of the Medical Council as well as delivery of finance operations, ensuring that financial controls are in place, consistent with public sector standards, regulatory requirements and value-for-money principles.
  • Ensure full transparency in the financial performance of the Medical Council and ensure the capability is in place to provide timely and accurate analysis processes and controls across the Medical Council.
  • Manage senior leaders across the core functions of Finance, Procurement, ICT, Facilities and People and Culture.
  • Oversee the development and implementation of policies and procedures across the Finance & ICT Directorate that promote organisational effectiveness and compliance
  • Lead and provide strategic oversight of all IT activities, including the development and execution of an IT strategy and support the development of the Digital Strategy for the Medical Council.
  • Oversee the development and implementation of Internal Audit frameworks, policies and processes.
  • l Oversee the development and implementation of a Procurement Strategy, policies, processes and controls across the Medical Council.
  • Oversee the development and execution of the People strategy including talent management including recruitment, organisational capability, culture, diversity & inclusion and engagement.
  • Provide updates and presentations to the Council, the Finance Advisory Committee, the Audit and Risk Committee and the Executive Leadership Team on key financial and business performance and financial risk.
  • Ensure compliance with statutory and regulatory obligations, supporting the Council in maintaining transparency and accountability.
  • Effective leadership in the context of the Council’s risk identification, measurement and management processes. 
  • Drive a culture of innovation and accountability across Finance & ICT Directorate, embedding best practices and operational efficiencies
  • Develop and oversee the execution of strategic plans for corporate functions, ensuring alignment with Medical Council objectives.
  • Build and maintain effective relationships with key relevant external stakeholders and professional bodies to inform the work of the Medical Council and to contribute to the wider Health landscape.
  • Manage multiple agendas, projects and tasks in an effective manner
  • Support and encourage a culture of quality assurance, ensuring that systematic review and continuous improvement are integral to processes within this function and across the Medical Council.
  • Management and oversight of sectional and strategic risk registers in line with the Medical Councils Risk Framework and associated processes.
  Role requirements Essential
  • Professional qualification in accountancy (e.g., ACCA, CPA, CIMA) or equivalent, a minimum of 5 years post qualification experience.
  • Demonstrable experience of Financial Strategy formulation and execution.
  • A minimum of 5 years Senior Leadership experience within the Public Sector with responsibility for the following:
  • Sizeable multi-disciplinary teams (Finance, Procurement, ICT, Facilities and People and Culture).
  • Public sector financial management, including strategic budgeting, financial forecasting and procurement processes
  • Proven experience of senior stakeholder engagement both within internally and externally.
  • Skilled in financial governance, resource allocation and optimisation of financial processes to drive organisational efficiency and accountability, including the development and management of budgets at a scale consistent with that of the Medical Council.

 

Desirable
  • A third level or professional qualification in the field of ICT, Procurement and People and Culture.
  • Demonstratable experience of digital strategy formulation and execution.
  •  A strong understanding of Ireland’s regulatory and public sector frameworks
  Principal Officer Details of this Appointment:   Position Type: This appointment will be offered on a one-year fixed-term contract. 

 

Salary: Starting salary will be at €104,971.00 which is the first point of the Principal Officer PayScale.

If you are currently a serving civil or public servant, your entry point to the PayScale may be higher based on your current salary. 

 

There will be salary increment each year in line with the Executive Officer Grade PayScale and subject to satisfactory performance, until the maximum point on the scale has been reached. The rate of remuneration will not be subject to negotiation and may be adjusted from time to time in line with Government pay policy.

Annual Leave: 30 working days plus public holidays


Hours: 35 hours per week, Mon-Fri.


Location: The Medical Council’s offices are located at Kingram House, Kingram Place, Dublin 2. We operate a hybrid working model with both remote working and a current requirement for on-site attendance two day per week,


Pension: The Medical Council offers a pension through the Public Sector Scheme. Contributions to the scheme will commence on joining the organisation. Candidates currently working in the Public or Civil Service may transfer their pension.
