The Gambling Regulatory Authority of Ireland (GRAI) is a new statutory body that is responsible for the licensing and regulation of gambling, gaming, betting and certain lottery activities. Our role is to make sure gambling activities are well-regulated and fair. 


The Role

Reporting to the Director of Technology / Digital First, the Assistant Director of Data and Analytics (AP - Standard Scale) will lead the GRAI’s data and analytics team and will be responsible for the organisations overall data architecture and data strategies.

  • From outreach to other Gambling Regulators, we know that Data Analytics is now absolutely essential to the effective monitoring and investigation of online operators.
  • In addition to effective and robust compliance, GRAI will also be responsible for the National Gambler Exclusion Scheme, a database containing highly sensitive personal information. 


Essential Criteria 

To be eligible to apply for this role, you must clearly demonstrate in your application form that you meet the following essential criteria:  

Education  

  •  A Bachelor’s degree (minimum NFQ Level 7) in Data science, Data and Data Analytics, Statistics, Computer Science, Business Information Systems, Information Technology, Business Analytics, or a related discipline. 

Experience  

  • At least five years’ relevant professional experience, including a minimum of three years in a data analytics, business intelligence, or similar role. 

Data Strategy & Governance  

  • Experience in developing data strategies, platforms, and standards within governance or quality control frameworks. 
  • Knowledge of data governance, including data quality management, compliance requirements, and data security (particularly for Personally Identifiable Information – PII). 

Technical Proficiency  

  • Proficiency in data analysis and visualisation tools (e.g. SQL, Power BI, Tableau, Python, R). 
  • Experience delivering reports and dashboards that provide actionable insights for decision-makers. 
  • Experience in data warehousing, ELT process management, and dimensional/tabular modelling. 

Data Architecture & Systems  

  • Advanced knowledge of Data Warehouse design methodologies (e.g. star and snowflake schemas). 
  • Experience developing and maintaining case management systems from a data perspective. 


Desirable Criteria

Sector & Regulatory Knowledge  

  • Knowledge of the gambling sector or similar regulatory frameworks. 
  • Experience with public sector data initiatives, open data, or data-sharing schemes. 
  • Strong knowledge of GDPR compliance and secure information exchange practices. 

Systems & Platform Experience  

  • Experience managing the development, deployment, and maintenance of ICT systems for online licensing, payments, and public registers, including implementing real-time API integrations at scale. 
  • Experience with Salesforce CRM and Tableau (or industry-recognised equivalents). 

Data Quality, Automation & Advanced Analytics  

  • Track record in identifying data gaps and remediating data quality issues. 
  • Experience in automating reporting processes or developing dashboards for senior leadership teams. 
  • Knowledge of machine learning techniques or advanced statistical modelling including exposure to AI. 

Technical Proficiency  

In-depth demonstratable experience in the development and implementation of end-to-end analytical capabilities for the enterprise, catering for some or all of:  

  • Data Collection  
  • Data Integration and Management  
  • Data Analysis  
  • Data Visualisation and Reporting  
  • Delivery of Actionable Insights  
  • Integration of Analytics into Business processes  

Communication & Stakeholder Engagement  

  • Ability to present complex data findings clearly to both technical and non-technical audiences, and to collaborate effectively with internal and external stakeholders.
